CoC Committees

The CoC Board have created several committees necessary to accomplish its purpose, roles and responsibilities.  The CoC has the following committees in place:

  1. Executive;
  2. Community Outreach and Education;
  3. Housing and Service Delivery System;
  4. Grant Review and Performance Evaluation; and
  5. Data Evaluation.

Each committee should be chaired by a Board member or have a designated liaison to the Board and will consist of at least three members of the CoC. The Chair of each Standing Committee must be a representative of a Member Agency of the CoC and will be assigned by the Board Chair.  Each standing committee can select individual members to a committee with the approval of the Board Chair.

Executive Committee

The Executive Committee consists of current officers of the Board and the immediate past chair of the Board.  The Executive Committee exercises all authority of the Board of Directors.

  1. The Executive Committee will be responsible for reviewing and making recommendations for amendments or changes to the by-laws.
  2. The Committee will address theC CoC organizational structure and increase participation in the CoC and mainstream programs.
  3. The Committee will carry out the business of the CoC between regularly scheduled CoC meetings.
  4. The Committee will participate in meetings and activities with other groups at the local, statewide, and federal level with the same purpose and goals of the CoC.
  5. The Committee will report on legislative issues which impacts the CoC and the populations the CoC serve.
  6. The Committee will participate annually in the development of the CoC’s application to the U.S. Department of Housing and Urban Development (HUD) for funding under the HEARTH Act.
  7. Individual Committee Members representing Member Agencies submitting a project application(s) will participate annually in the development and submission of their agency’s project application to the CoC Grant Review and Ranking Committee to be reviewed and accepted or rejected by the committee prior to being submitted with CoC’s Consolidated application to HUD for funding under the HEARTH Act.
  8. This committee is responsible for increasing accessibility to affordable housing. Also includes developing a housing inventory and educating stakeholders on the importance of affordable housing.
  9. The Committee may also be responsible for other duties that may arise from time to time.

Community Outreach and Education Committee

The Community Outreach and Advocacy Committee will be responsible for outreach, planning, coordinating, and implementing activities related to public relations, events, advocacy, and member services for the purpose of raising public awareness of the needs of the homeless and increase participation in the CoC.

  1. The Committee will increase awareness of the need to provide housing and supportive services to the homeless/chronically homeless.
  2. The Committee will coordinate with local, state and national organizations to promote homeless awareness events and campaigns.
  3. The Committee will facilitate trainings to increase the capacity of organizations.
  4. The Committee Recruit new CoC members.
  5. The Committee may also be responsible for other duties that may arise from time to time.

 

Housing and Service Delivery System Committee

  1. Develop and recommend plans to coordinate implementation of a housing and service system to meets the needs of homeless individuals and families, including outreach, assessment and emergency crisis resources.
  2. Develop and recommend strategies for identification and development of affordable housing resources for homeless individuals and families (serving persons at 30% of area median income or less).
  3. The Committee will assess and coordinate the transportation needs of the homeless population.
  4. Recommend policies and service delivery systems to address the needs of individuals and families who face domestic violence and seek shelter/services.
  5. Recommend policies and strategies for effective discharge planning from foster care, health care facilities, mental health facilities and correctional institutions to prevent homelessness.
  6. Recommend standards, policies and procedures for evaluating ESG and CoC funded programs, including transitional housing, rapid rehousing, and permanent supportive housing, for individual/families.
  7. Recommend policies, eligibility guidelines for assistance and prioritize assistance for all programs, including financial assistance, amount of rent subsidies and benefits of permanent supportive housing.
  8. Recommend a plan and implementation of a Centralized Intake Program, including an integrated system for assessment and referral for housing and services, diversion, rapid rehousing and community goals of reducing homelessness.
  9. Identify and allocate financial resources to support and underwrite the operation of the centralized intake program.
  10. Provide information to complete the County’s and City’s Consolidated Plans.
  11. The Committee may also be responsible for other duties that may arise from time to time.

 

Grant Review and Performance Evaluation Committee

This committee will consist of at least three CoC members of which no member will be the applicant of the grant being reviewed.  The committee is responsible for quality improvement activities, including data management, agency reporting, and grievance management within the CoC.

  1. This committee will establish, monitor and evaluate performance goals and measures of evidence of progress toward meeting the goal of reducing homelessness.
  2. The Committee will ensure that the CoC complies with federal guidelines and rules related to community and individual project outcomes and performance.
  3. The committee will establish strategies, systems and mechanisms to measure indicators of the community’s overall performance in reducing homelessness. 
  4. The Committee will establish performance measures to evaluate the CoC’s overall success in reducing homelessness.
  5. The Committee will monitor funded project progress quarterly to ensure timely spending of awarded funds and progress toward meeting HUD’s housing and employment standards.
  6. The Committee will assess and monitor the housing needs across the entire spectrum of the CoC to ensure that there is adequate safe, sanitary, affordable housing for individuals and families, including special populations.
  7. The Committee will work with representatives from the Department of Social Service Foster Care, Health Care, Mental Health, and Corrections to assess and coordinate discharge activity within our community in order to ensure that clients are not being discharged into a state of homelessness.
  8. The Committee will solicit, receive, and review project applications requesting approval to be submitted to HUD with the CoC’s consolidated application for funding under the HEARTH Act.
  9. The Committee will make recommendations to the CoC Board of Directors regarding Project Applications which should be accepted or rejected as part of CoC’s consolidated application to HUD for funding under the HEARTH Act.
  10. Evaluate all proposed projects, both new and renewals, for HUD’s funding based on recommendations from the CoC;
  11. The Committee may also be responsible for other duties that may arise from time to time.

 

Data Evaluation Committee

  1. This committee will consist of at least one licensed Homeless Management Information System (HMIS) user from each of the Member Agencies that utilizes HMIS as well as other Member Agency representatives interested in data quality.
  2. The Committee will coordinate and conduct the annual Point In Time Count of homeless persons as required by HUD.  Coordinate all data collection activities, including an annual census of street and sheltered people who are homeless (Point In Time count – PIT);
  3. The Committee will monitor data collection processes and HMIS data to ensure compliance with HUD and local standards.
  4. The Committee will promote participation in HMIS among all shelters and homeless service providers.
  5. The Committee will work to obtain HMIS licenses, training, and system updates for shelters and homeless service providers.
  6. This committee provides the community with homelessness information and offers training in areas of identified need. The committee is also responsible for assessing the availability of current housing, services and gaps for homeless persons, including the PIT survey.
  7. The Committee may also be responsible for other duties that may arise from time to time.

Ad Hoc Committees

Ad-Hoc committees will be created when necessary to fulfill the work of the CoC. The CoC chair will appoint at least three voting members of the CoC to serve on each Ad-Hoc Committee, with additional members appointed by the Committee chair as necessary.  Ad-Hoc committees will select their own chair.
